He says he has spoken with Saskatchewan's major players who say Canadian investment has dried up for our energy sector in part because of regulatory risk.
Wall says the price is the same in the Permian Basin play in Texas and yet they are attracting dollars ahead of conventional plays in Canada.
He believes the Energy East pipeline would have allowed eastern Canada to stop importing oil, making the country energy independent.
